Low levels of literacy are a persistent national problem. With long-term damage on those affected.

• 70% of pupils permanently excluded from school have difficulties with basic literacy
• 16% of adults are 'functionally illiterate'
• If current trends continue, we will leave 2.5 million children behind by 2025
